I'm not really sure which rank to choose, so I'll just shoot for Admin.
I can do graphics design, perhaps make some skins, and probably anything people ask to do.

Actually the avvy and sig show a little bit, but is not required. It would just be a lil' nice o_O
However ACTIVITY is. I cannot judge you very well with around 10 posts.
So yes, activity does show ability.

MusashiX90 requesting to be an Administrator. Hmm... I'm not so sure about that. You see, the Administrator position is closed, unless someone helps me with the forums, the main forums, exactly. So I think you should be settled for Global Moderator or something. We shall see.
