In the wake of the 1989 “M-Day” bombing, the world has been transformed. When a Russian missile destroyed New York City, it also tore holes in the fabric of reality and gave birth to a generation of meta-humans… a generation of potential super-heroes, composed of irradiated mutants, castaways from other worlds, and victims of both mad and terrifyingly sane science.

New technology is on the rise, as well as a whole new scope of possibilities. But also on the rise are crime, poverty, and corruption. The city of New Atlantis, once a haven for the lost, has turned into a grandiose slum, slowly tearing itself apart from the inside. Enter the masked revolution – a movement of vigilantism that has been sweeping the nation. Villains and Heroes have clamored from the dust of M-Day and the Dark Wednesday earthquake.
