Per IG Codex:

Hydra AutoCannon - Heavy 2

Exterminator AutoCannon - Heavy 4 Twin-linked

Question: Both have 4 barrel Auto Cannon, both have 4 barrels in single mount. Why then is the difference in dice and twin-linked?

A Hydra Autocannon is a single twin linked weapon that fire twice per turn. The Hydra mounts 2 of them, for a total of 4 shots. The weapons are longer range than traditional Autocannons and have AA capability.

The Exterminator mounts a unique design twin linked autocannon that fires more rapidly than the "traditional" Autocannon. It is twin linked AND fires 4 shots. Its range is limited to the traditional Autocannon's range.

Are you asking why GW did that?

Simplifying, because one is a dedicated flak-vehicle, while the other is... something that was supposed to be a "fast" MBT mechanics-wise, I guess.
