November 1941. Hunan Province, China. In the village of Go Vat a teenage boy listened to his father. "My son, you must travel to Hawaii and insert yourself as a citizen of the great United States" "Yes, father"

Despite all the paperwork at the Honolulu office of the State department, it was well worth it when he was finally accepted on the afternoon of Monday December 1. After walking out of the federal building it was time to find a job. He spotted a teenage boy about his age. "Hi, may I inquire where the local Chinese section is?" Steve McGarrett looked at the kid and smiled and directed him to go south for six blocks. Watching the chinese kid amble south Steve continued on his way to Pearl Harbor where he joined the navy.

1946. Having served as a Naval Airman during the Great war, Steve was now a rookie cop for Honolulu Police Department. Steve was walking the beat and would spend one week a month riding in a police car. Walking through the chinese section Steve kept alert for anything. Coming up to a chinese grocery a young chinese fellow stepped out the door with a box full of groceries. Steve recognized the young man and walked up to him. "Hi, how are you doing these days?" Recognizing Steve, and replying, "HI, I am doing very well working here at the grocery and am delivering to the elderly. It has been awhile since we last met, Where have you been?" "I was in the war as a Naval Airman". "Well, hate to run but I must take these groceries. It is nice to see you and may be some day we could have a drink soon"

1947. The elderly groceryman informed his young assistant that he was dying and asked if he were interested in operating the grocery store. "Yes, I am and will take great care of the business". Indeed he went on to grow the business and branched into many areas that were not so legitimate.

The young man was first arrested in 1949 but had prepaed himself by corrupting the local judge. Steve was furious when Judge Ito said there was not enough evidence for just cause. "I have enough evidence to put Wo in jail for at least six years your honor" Steve said with a growlly edge. Outside the justice center Wo spoke to Steve. "My friend you did not have enough evidence against me and as a result I am free. Mu dear Steve you should know that it will take a lot to put me away. I am sure we will cross paths again. If you like we could have dinner together. I am sure our wives would like to see us manage to stay friends. A good day to you, Steve".

1951. This time Steve had more than enough evidence against Wo and thiis new judge seemed uncorruptible. But Wo skated through again when the judge gave him a suspended sentence and a months work of community service.

1952. This time the evidence was too voluminous and the new judge gave Wo a sentence of One year in jail. Steve was incensed. "Steve, my dear you must learn how to play the game. You always tip your hand".

1953. Judge Ito was back and this time Steve had ample evidence to throw the book at Wo. But the morning of the trial, the prosecutor was found dead and the evidence was missing. Steve was furious when he heard the news. "I am fed up with this B.S. with Wo. He always pretends to be my friend but stabs me in the back with his claim to be innocent".

1955. The evidence against Wo was solid and there was a trial and after three weeks of deliberation the jurors came back with a vote of innocence. Immediately Steve started an investigation on jury tampering and after six months of investigation Steve had the proof. This time Judge Ito was incensed of the jury tampering he sentenced Wo to fifteen years in jail. Wo was sent to jail finally.

1959. The Territorial Governor, William Quinn, of Hawaii commuted Wo's sentenced after four years of being a model prisoner. A few months later, William Quinn became the new Governor of the state of Hawaii and his first act was to appoint Steve The Chief of Police.

1963. Wo was back in jail again. Steve was grinning at Wo as the prisoner sat impassively. "Do you not tire of this game, Wo?" "No, I enjoy the game of cat and mouse".

Aboard the container ship the undercover agent knew that they were nearing Hawaii and had to get the proof of evidence into the hands of the authorities as soon as possible. Upon nightfall the agent snuck out onto forecastle hugging the shdowed areas and managed to slip overboard without being detected. Swimming for several hours he reached Oahu as sunlight brimmed over the horizon. Walking out of the water the agent spotted a woman resting on the beach.
