First off, Salve allows you to conserve Rydia's MP for offensive magic through the Antilion cave. Third, Salve goes a long way towards evening the lack of healers during the Fabul sequence.

There are times he's not as useful, such as when he goes into auto-Hide (especially when you can't take a post-battle break to heal), and naturally he is eclipsed by Rosa while she's in the party. But he is not useless.

Even Rydia, working against her, is a useful pawn.Spoony is more directly controlled, having been advised by the Mask. I think that, though Celes thought she needed to banish Locke... it's possible that Locke is probably a gamepiece the Sovereign wanted out of the way. Celes was in control of her actions. Her thoughts are just tinged by Sorrow.
