black moor fish not well, can anyone help me save the fish?

hi, ive been searching the internet for answers, and getting nowhere fast...
my daughter was given 2 black moor fish for her birthday 2 weeks ago....we had a few gliches...and found the tank was getting dirty, so i bought a filter and did a 30% water change etc...they were happy....and swimming and playing great!
then the other day i noticed the water looking cloudy..and the two fish were at the top of the tank as tho needing air.....after some research we wondered if we were over feeding....so we did a water change again.....the fish picked up for 1 day but now will not move from the bottom of the tank, i dont know what to do...or what i may have done wrong...i feel awful for them and my daughter...what can i do to help them?? please someone help!
