Barracks Officer Guide

This is a list of the officer positions and their duties. This list is subject to change; positions that are no longer needed may be removed, and jobs needing attention may be given an officer position to handle it.

Executive Officers

These are the officers that run the Barracks and make executive decisions on the Barracks.

Chief Barracks Officer (CBO)
The Chief Barracks Officer is the commander of the group. In addition to providing a leadership role, the Chief Barracks Officer can accept/deny prospective recruits (overriding the Recruitment Officer if need be), discharge members (honorably or dishonorably), assign other officer positions, and has admin access to the EGB Forums.

Lieutenant Chief Barracks Officer (LCBO)
The Lieutenant Chief Barracks Officer is the second in command of the group, and assumes control of the Barracks if the CBO is unexpectedly absent from the Barracks for a month or more. Otherwise, he or she makes command decisions when the matter is urgent and the CBO is not present.

Second Lieutenant Chief Barracks Officer
Per above, but third in command.

Emergency Operations Officer
The Emergency Operations Officer makes command decisions for the Barracks in the event that both the CBO and LCBO are unexpectedly absent for a week or more. In the event of a longer absence (a month or more), the Emergency Operations Officer may make themselves functional commander indefinitely, and can appoint themselves or another officer as a permanent CBO replacement.

Peacetime Officers

These are the officers that are part of the Barracks full-time. They fulfill the day-to-day tasks of Barracks operations.

Barracks Recruitment Officer
The Recruitment Officer is in charge of organizing tribunals on prospective recruits. While he or she has the final say in the verdict (other than the Chief Barracks Officer, of course), the Recruitment Officer is expected to take the opinions of the Barracks members into serious consideration. In my entire tenure as Recruitment Officer, I have never overridden the collective will of the Barracks, and I can't think of a situation where such an override would be necessary.

Barracks Advancement Officer
The Advancement Officer is in charge of teaching the Barracks lifestyle to all new recruits who need it. Topics that many new recruits need education on include post quality (both in length and grammar; mercy will be shown to non-native-English speakers), B/P'ing (no mass-protecting or targeting of certain groups), and general sociability. The Advancement Officer can report any problems/concerns to the Chief Barracks Officer to be handled on an executive level.

Barracks Records Officer
The Records Officer keeps and maintains the roster for the Barracks, including membership and B/P statistics. More than one officer can be appointed if needed.

Barracks Portal Violations Officer
The Portal Violations Officer is in charge of maintaining a record of all passed flash that are suspected to be stolen and reporting them to Wade. Deleted flashes will be removed from the list, while flashes that remain will be re-evaluated at a later date and either re-reported or dismissed.

Barracks Review Violations Officer
The Review Violations Officer is the domain of the EGB's (thus far) only review mod member; while mostly honorary, it's a reminder that all EGB members have someone to talk to when they have questions about reviewing, or find egregious abuse that needs to be taken care of quickly.

Wartime Officers

In the event of dire need, such as during a large-scale, malicious invasion of the Portal (example being the fileswap/computer-crashing during the Barney Bunch era), a Portal Operations Officer can be appointed to gather information in regards to the threats. Such duties would include screenies of the Portal (in the event of widespread fileswaps), compiling lists of offenders (including co-authors), and infiltrating forums. Should the threat be severe enough, additional officers can be appointed to work under the Ops Officer, such as Intel-gathering and Recon positions.

Barracks Liaisons

The Liaison positions are the primary point of contact for the different allies of the Barracks. The report directly to the Relations Officer and are responsible for maintaining and fostering relations for the Barracks. They are the main transport for all important messages to and from the Barracks and its allies.

Currently the Barracks is primarily allied with the Newgrounds Police Department and the Newgrounds Department of Defense, and as such has a liaison position for both institutions.

More Liaison positions can be appointed as necessary. Multiple liaisons for one ally can be appointed as well, ie, one NGPD Liaison and another several secondary liaisons (roles that would fit nicely for NGPD alumni, for example).

Chain of Command

As we all have lives outside of Newgrounds, it is common for Barracks members to become inactive, or just be unavailable for a period of time. Therefore, as situations arise in the Barracks that require attention from the officers, it is important to know who is supposed to take charge in the situation.

The following is the chain of command for an executive decision:

1. The Chief Barracks Officer is the first to decide, and cannot be overruled.
2. If the CBO is inactive, the decision goes to the 2IC.
3. If the 2IC is inactive, the decision goes to the 3IC (if the role is active); if all of the above are inactive, authority goes to the Emergency Command Officer until a higher-up returns. In the event of a prolonged absence of the superior officers (a month or more), the Emergency Command Officer can assume de facto control of the Barracks for however long they wish to wait before appointing themselves or another officer to CBO.

4. If all of the above are inactive or the role is not appointed, decision goes to the proper tree of officers, depending on if the decision to be made is related to regular peacetime operations or to wartime operations:

- For peacetime-related decisions, the decision is made by the Relations Officer.
- For wartime-related decisions, the decision is made by the Portal Ops.

5. If the appropriate officer from step 4 is not present, the rest of the present officers execute the decision via consensus.

Note that when the appropriate officer has returned within a 30-day month of unexpected absence, they reserve the right to revert the change if necessary.

If an officer expects to be gone for a period of time, they can appoint an interim officer to take over his or her duties (with command approval).
