Step 1 hosting:
Well first you must find a good host if you whant a free host drunkduck smakjeeves and comic genesis are good. But if you whant to do something relly flashy you should chose to pay for a good host. Dream host are good pay host.
Step 2 The comic:
First you should have the main characters done as well as some script. I cant give you help on drawing but i can help you coming up whit something funny. The secret is to not fill the spech bubbles to much. Just one word can be relly funny to you know.
Step 3 I got the comic up what now?:
Well just fill the website whit avatars fanart and stuf just for fun.

Hosting isn't necessarily a problem; I host my webcomic on my home connection, on a server running a hardened Linux. I thought about a virtual private server (since my site requires massive infrastructure beyond the abilities of regular hosts), but it costs too much.

Is Comic Genesis a good and easy to use web host? Cause I'm crap at HTML.

It's fun to get up close and personal with the little critters. They're such interesting and misunderstood creatures. I like seeing them from an angle most don't.

It requires a little knowledge of HTML to make it look any good. You may want to go with SmackJeeves or Drunk Duck if you want to avoid the weeaboos.
