I just kinda happened across this tonight as I was messing with new effects.
I thought it was cool, so I'm passing it on. I have no idea what to use it for, but it's kinda funky.
My example, and hence this tutorial's measurements, are kinda large cuz I was playing with 800x600 images. Modify it to your own needs.

Step One: Make a pattern.
  • Open a new canvas, 29 pixels square on a transparent background.
  • Use the elliptical marquee tool, and draw a circle that touches the top and left side, but is one pixel away from the bottom and right sides.
  • Edit > Stroke, 1 pixel, center
  • Edit > Define Pattern (give it a name, a good name, something happy and bright like maybe "happybright.")

Step Two: Application.
  • Open the target photograph. (Once again, mine was 800x600... you may need to modify your pattern from step one)
  • Filter > Pixelate > Mosaic. Set it to 29 pixels. (Change this setting to whatever size your pattern from step one is)
  • Open 2 new layers. Fill one with black, and place it at the bottom of the layer pile. Keep the other layer blank and on top.
  • In the blank layer, Edit > Fill with the pattern you defined in step one.
  • Use the Magic Wand (press W) and click somewhere outside of the circles.
  • Change to the photo layer we pixelated earlier by clicking on it in the layers palette. Press Delete.
