How Scouting works:As Tally-Chan has said before... YOU DON'T NEED A FEAKING PROJECT TO MAKE A PATROL AND YELL "ENEMYS!!!"
Patrols can be noted in your Army Log.
How Bombs work:"Since I can tell we'll be going to war soon, what with mostly full alliances, I'd like to set a rule on bombs, as we had some crazy shit in V1." ~Vaati
1 Normal/Big or 2 Water: Normal rock
5 Normal or 10 Water or 1 Big: Strong rock
50 Normal or 100 Water or 10 Big: Small wall section (20 units wide)
100 Normal or 200 Water or 20 Big: Medium wall section (150 units wide)
200 Normal or 400 Water or 40 Big: Large wall section (200 units wide)
2000+ Normal or 4000+ Water or 40+ Big: Base
Big Bombs are equal 5 normal Bombs. Water Bombs have 1/2 the power of normal Bombs. This would be a general scale for War Moderator to use. Obviously things would be different depending on the situation. As in: if you hit a pillar, it isn't going to take a thousand bombs to collapse the structure.
Can Keese carry Bombs?Yes.
One Keese can carry one Bomb.
Five (10?) Keese can carry one Big Bomb.
How Teleporting works:You can only teleport to a location you can see. Mirrors and reflections are fine. There's a 30yrd limit on how far you can teleport. If you teleport, it'd be something like Shiek in SSBM, but with a longer distance.
And
NO teleporting through objects!
How Attacking works:Normal attacks and field battles are only at day time and that it!
Stealing, raids, and sneak attacks can be at any time.

Fire Arrows: Can burn enemies, and can keep hurting them. They can also weaken water and Ice units.
Light Arrows: Can do massive damage to enemies, completly destroying small units(?).

The resistance water makes would probably weaken any medieval bomb, so yeah.

Half power or so works. Of course, water bombs would take a bit to make. This is a middle ages time, after all.

It might get too complicated to give archers a certain numbers of arrows, or have a certain amout of bombs, and other such supplies.

Yeah, to keep it less complicated I'm not giving specific numbers. Obviously you can't have an infinite number of bombs and arrows in your army and bring a million to a war, but no specifics.

TELEPORTING?
Can you teleport through solid objects? If you can that would be cheap.
Ex:
1000 Keese
10 Sheikah(Can Teleport)
Phase 1:
My Keese will destrac the enemys while my 10 Sheikah teleport in.
Phase 2:
The Sheikah will telepot around looting the place.If they meet any enemys they will teleport though them and then kill em from behind.
Phase 3:
The Sheikah after they are done looting or 5 of them are kill they will just teleport out and send up a flare to tell the Keese to come back.
Not realy fair is it?

Since the Light Arrows in this game are held by Zelda, the person who has Zelda would have them.
As I said, every area is at the point at it's max output. Hyrule Field has Stalchilds, all bosses are alive, etc.
We never get an exact weight on the bombs. Seeing as how Link could carry about 40 at a time along with other stuff, I'd say that a Keese could carry a bomb.

You may have one siege engine for every 100 units you have in a battle. If you attack with 2000 men, you may have 20 siege engines. For example, you can have ten catapults, 5 onagers, and 5 siege towers.

alright, so three hundred or so of Tally's Stalfos died in the Zora's Fountain. All of them were carrying Flying Boots, Giant's Knives, Camo Armor, Golden Gauntlets, and Double Defense (although I'm not sure if that last one is a spell or an item or what.)
conceivably, my units should be able to collect these items, study them, and mass produce them. If not a six day project, at most an eight day project.
as I said in the HLW4 thread, any effective copy would have to be exactly the same as the original, or it wouldn't work. So a copy should therefore be able to be copied effectively as well.

The reason there's a rule for schematics is exactly what you're trying to do. You can mass produce the boots and camo armor, while Sailboat can mass produce the double defense and giant's knife. Venomous can mass produce the Golden Gauntlets. The ultimate result is a bad one. Every time someone is attacking, they will always lose at least one unit. If they don't destroy the opposition or take over the base, the enemy will get the items. It's no fun if every army has the same stuff. I'm not sure when exactly this rule was put in place (sometime in V1), but it was ruled that you needed the original or the schematics to mass produce an item.
If you're interested in knowing, both my rough draft of V4 and the original post included that you needed the original schematics, but I added in the "study an item to get a blueprint" in the final version. I ultimately took it down shortly afterwards (like around day 14 or so), because I remembered why we had the rule. The rule isn't so much for logical reasons as it is for fairness, just like how you can only have 3 hero units to an army or not use large scale elemental powers.
