History
The true roots of the Seher people remains to this day a great mystery. All that is known is that they have existed for some thousands of years, and seemingly through all this time their culture has developed very little. All traces of them in recorded history shows them in quite the same light: a light of seclusion, mystery and simple peculiarity.
They have been involved in many great battles and wars over the long years, some that have been detailed and recorded clearly and some that remain shrouded in the unknown. What is not unknown though is their all but flawless record in battle. Their powers of magic and alchemy left them unrivalled by all other empires, but as with all great things, time eventually caught up with them. As they stood still and remained reliant on their magic, the other nations and empires of Dinja developed and grew.
With the introduction of firearms to certain enemy empires and advanced weaponry such as catapults and trebuchets to others, soon the Seher started losing more and more battles, with more and more weaknesses being exposed in their previously impenetrable armour. As secluded as they had been previously, they vanished into the deepest most unexplored areas of the old world and began to lick their wounds as the other empires continued attempting to destroy each other.
It was the Seher that first discovered the existence of Kande. They dispatched ships with every man, woman and child they had, determined to get a foothold on the new battleground. This would be their greatest chance to resurrect their dwindling power. They journeyed through the continent in exploration until they discovered a valley of scattered forests and saw their chance to build a new home.
Villages and small cities were built with the use of magic in record speed as the other empires rushed to catch up. Soon after, the Seher people used their most powerful magic and most willing workers to take the greatest step in the rebuilding of their illustrious empire by building a truly wondrous city, sitting upon the waters. Shorter on numbers than their adversaries but with many years of preparation and a great deal of magic and wisdom, they are a dangerous adversary.
Government Seher is based upon its mages, the most powerful of which enter a council of nine. This council of mages dictates the city, and their power to make laws and other things in the name of their people is almost always to the benefit to all. However, the government is drowning in the ink of bureaucratic mages trying to clamber to the council, their efforts destroying the delicate system they wish to help build. Bribes and corruption is quite common, and scandalous amounts of mud slinging and back stabbing occur in the lower levels of the government.
The People The people of Seher are happy, very happy. Their mages want nothing more to help them, beyond pushing themselves farther up in society. They have operating plumbing by magical pumps, a thriving trade thanks to magical innovations, and the longest lifespan for humans known to the world. Generally, Seher is considered one of the best places to live. Most citizens also have a grasp of magic, but not enough innate talent to declare themselves mages. Their education is also excellent, as hundreds of mage-run schools weed out those with talent and those who do not, but not before teaching them to read, write and do mathematics proficiently.
Armed Forces Seher's military is built upon the strong backbone of its mage corps, slinging spells that make some of the strongest of cannon shots look like firecrackers. Unfortunately, those who can make these spells are short in supply, and most of the spell-slinging forces rely primarily on lesser spells to conserve mana until the greater magics are called for, where they might gift mana to a greater mage. In the end, this is the strength of Seher, their mastery of magic lets them pass it around their battle lines, even from the innumerable yet archaic normal forces, to where the mana is needed most.
Their non magical forces are excellently armored, and equipped with the finest in blade, crossbow, and bow. They have a strong, honorable cavalry division. Their navy relies almost entirely on mages on the ships and boarding actions to do real damage, but it still remains effective because Seher has so many mages available to it.
