Well there are no perfect tactic which always works... rather broad question.
But anyways.

1. Kill necros(not that easy though). Ideal units are scorpions.
2. Focus on the units he cant raise.
3. Bring a solid magic defence. Also, where will the summoning do the most damage to you? You cant count on stopping them all so you gotta figure out what to let through and what to stop.

I'm assuming he selects enough dice to get all these off, the little and often approach, as you say it's hard; Danceman hits the nail on the head when he says scorpions but it's expensive as you'll lose the scorpion if you happen to charge a fully ranked up unit just to kill the necro.

Other comments are valid of course.

If they whizz round the table - say on a winged nightmare all you can do is out move him, our movement spells are second to none.

in a 2000 pt game he tends loads his army with huge amounts of power dice. his favorite tactic is to summon new units on my flanks and to screen himself from charges. against me he never comes into battle without a unit of 15 black nights with the banner of the barrows and a a unit of at least 25 grave guard including a character that has the cursed book.
