Either max out on spells (he's going to have lost all his scrolls by turn 2) by taking a TK 3LP or a LHP 2LP and a TP with lots of bound items/banners, or take only one LP and fill the rest of your character slots with combat heroes; he can charge only 6" while your units charge more, so when used correctly it should be possible to kill the Dwarf in combat, by charging, having GW armed princes everywhere etc.

I have been playing alot against dwarf army recently and didnt face alot of problem with casting, the thing is to rely on alot of little spell. I used a TK with the crown of king, a tomb prince a lich priest with a hieratic jar and another lich priest with neffera's mighty plaque of incantation. Of course i added banner of the undying legion somwhere in my army just to burn an extra dice.
TK with a crown of king becoms a pain to dispel, because with 1 dice, its hard to dispel a 5 or a 6 power lvl , and on two dice selecting the best one, your chances of getting that numbre are quite high.

This may sound odd, but postion yourself so that your magic is obvious. Chariots on gun crews, tomb guard on gunlines things of that nature. All the while not commiting your self wholy to the entire effort. What this does is makes it so that your magic has to be shut down. So for one turn he will stop you from doing anything. Next turn you should have free regin. In most of my games against a savage orc player he takes 4 to 6 scrolls. Using the above tatic I am on schedule if I have burned all his scrolls by turn 3. Other wise I am behind and doing poorly magic wise. Also it helps if you use the jar as a scroll burner. I know not everyone wants to "waste" this item just to burn a scroll but some times its only way to ensure the magic phase next turn.
