Well Roll's outfit suggests B&C. If that's not it, it may help to point out that dialog is Chinese rather than Japanese.

Edit: It's gotta be the B&C manga. The style, Roll's outfit, and the language all match up. What makes you say it's not?

Looking at this scan of the rockman B&C manga the style doesn't seem to match up, idk i could be wrong.
