Because Being is not a being. Being does not "presence as beings"; only beings presence. Being is the presencing of beings, a presencing which is at the same time a concealing of Being itself.

can beings be, independent of others, or does a state of being require others to acknowledge being?

A being, in nothingness, is nothing, and thus, not a being...
