Go R-36 size at minimum. Modern penaids, at least the ones in the pdf Kyiv has about the ABM basing in Europe, are hilarious. The payload penalty isn't that bad, and the exchange is gonna see (if you're smart) a thought out attack strategy.
ie a series of high altitude bursts for charged particle goodness and precursor MARV's to fuck strategic defence installations. ABM radars are big fat targets that make a fuckload of noise that can be heard from sphess, or even MARV's pulling anti-radiation misions.
