Suigetsu is known as one of the Houzuki brothers. With sufficient force, Suigetsu's physical form can be reduced to water. It is also thought that he can also saturate one part of his body so that he has incredible strength. This is seen in chapter 348 when he slices down the door that Karin locks. His left arm is several times larger than normal, and it reduces quickly.

Suigetsu's weapon of choice is a zanbato known as "the decapitator." It once belonged to Momochi Zabuza, Suigetsu's former mentor. Like Zabuza, Suigetsu is known as a prodigy in the art of killing. Hoshigaki Kisame described him as "a cute kid. Always smiling. He'd always chop the limbs off his victims before slicing off their heads."

I believe he drinks water all the time to maintain his body structure. Since he can break bonds in his molecular build-up to turn into liquid, he probably needs a lot of water.
