No, I mean the person that abuses the animal. They don't get into much trouble.. half of the time, they just have a fine and sometimes some community service kind of work. You get a much higher penalty for abusing another human. I personally think that the punishment should be the same.. human or animal. That's what I was asking.

I think that the ownership of animals should have higher requirements...

Animals have imagination, humans just have the ability to express it. (Well, actually.. I don't know if that's true. But how can you tell?)

Some people can't control their emotions, and some people who can choose to ignore their morals. Or have a lack of morals.
