If you create the CD or USB thumb-drive correctly and it will not boot in your computer, you will need to check your BIOS setting to make sure the CD or USB is set as a boot device before the hard drive.
Some computers allow you to select the boot device on the fly by hitting F12 as you boot up. This will allow you to boot from the CD without actually changing your BIOS settings.
