France
The French are notorious for fighting the underground fight and it is here that NINE gets most of its opposition from non Superheroes. While the flag might have changed, the colors of the people have not. This country is in turmoil and nowhere is safe.

England.. The country that once controlled a vast portion of the world. It was the first to fall to NINE, the prime target. NINE's headquarters are located in London in a newly constructed building that took over a good chunk of the city. This is the most unsafe place for VG heroes.

The Rest of Europe
Europe isn't huge, but it is highly populous and thus it's easy for heroes to blend into the crowds. Countries such as Germany and Italy still remain sympathetic towards the VG, but not openly so. Other countries provide good hiding places in their mountains and other regions. This is the best place for a hero to settle down.
