Name: Xie'an

Physical Description: Skinny, blue skinned, delicate looking humanoid. The spindly form of the Xie'an is closer to the form of a fragile flower than most other humanoids. The mouth is absent from the Xie'an face, instead they absorb nutrients through their skin. The skin is extremely permeable to water and as such the Xie'an drink copious amounts of water. The Xie'an are extremely fragile to physical attack due to their light bones and fragile skin.

The Xie'an have a low strength, but nonetheless can swim at high speeds. They have four long fingers, two of which are opposed. The Xie'an weigh roughly 45-55 kg and as such are nothing noteworthy when faced in close combat. They have partially webbed feet dating back to when they were an entirely aquatic species. The Xie'an have two large eyes which use a form of memory retention to compile multiple images over time before putting them together to give the mind a crisp three dimensional view. Instead of the low fps equivalent of a normal human, the Xie'an have an average image gathering rate roughly five times faster as to not get incorrect images caused by their unique vision.

The Xie'an lower body is made up of two legs connected to the hip. The legs are muscled for swimming, making the frontal upper leg proportionally larger than humans. The lower leg is approximately the same size and has the same proportions to a human. The feet are webbed, and the toes are longer. Also, the Xie'an only have four toes, each thin giving most space to the webbing portion.

The Xie'an have excellent day vision and moderate night vision. They have a high sense of touch because of the closeness of their nerves to the exterior of their bodies. They have a low sense of smell, and average hearing.

Mental Description: The Xie'an strength comes from their mental prowess. The Xie'an have a psychokinetic talent that enables them to lift weight averaging two hundred fifty kilograms at fifteen meters. The further away an object is from a Xie'an, the harder it is to lift the object. It also accounts for the small size of the average Xie'an. The Xie'an ability to move objects is completely based on how high their willpower goes. Instead of getting physically tired, the Xie'an will get mentally tired before developing a headache, and then a migraine.

The Xie'an possess genetic memory which dates back to the furthest ancestors who achieved sapience. This genetic memory is stored in the various forms it was 'recorded' in based on the emotion of the individual Xie'an at the time. This genetic memory is only accessible after the Xie’an has matured. Once they have matured, the Xie'an can be related to an extremely intelligent human.

The Xie'an have a brain space of 2200 cm2 (Squared), this means that the average Xie'an eats only slightly less food than a normal human. Not all of the extra seven hundred cm2 is used on the frontal lobe, a greater majority makes up the communications and kinesis areas of the brain. The brain itself is slightly longer than the average human brain as well as slightly deeper.

The Xie'an behavior is somewhat similar to humans. They love to explore and try new things. Xie'an children have had their fair share of burnt hands from when they touched hot materials. Xie’an are above average in niceness. They will help anyone who asks, and are very proactive. They rarely have to be told what to do, and as such a lot gets done in a short period of time. Xie'an of both sexes are social creatures. They are very social and often can grow 'homesick' when isolated from their kind for extended periods of time.

Lifespan: 100 Year average(wild), though technology has proven that there is no reason as to why the Xie'an should die of age and has allowed Xie'an to live for centuries. Their memory lives on through their children, making some Xie'an believe that they will live as long as The Fleet does, or at least their lineage. Mental maturity is achieved at 20 years of age, at which point the stored genetic memory becomes available to the Xie'an.

Capital City: Alusica (Aie-u-si-a)

Government System: The Xie'an government is built around the Council of Elders. The Council of Elders is actually three separate councils of three Xie'an each. They make all the big decisions. These decisions are most commonly reached by consensus, though if consensus fails, voting is often the second choice. The Council members are elected by a democratic voting system, the entire population having the ability to vote. In addition to the Council, the government contains Masters. There is a Master of the Ships, a Master of the Engineers, a Master of the New Frontiers, and anything else that is major enough to warrant a Master. These Masters are not to be confused with Ship Masters. Below them is everyone else. Each position is filled by a Xie'an that shows the needed talents rather than by the previous's children.

The government oversees everything closely and tries to balance the needs of the individual to the needs of the Fleet relatively successfully. It can be likened most closely to a free communist government. When war or a large disaster occurs, the Master of the Ships becomes dictator of The Fleet. If the disaster lasts longer than two years, then the Master of the Engineers takes over. Should the disaster take two years more, than the Master of the Ships takes over again, switching back and forth for however long the disaster takes to fix.

Each city ship is controlled by an Elite Ship Master, who answers to the Master of the Ships. This Ship Master is usually chosen for excelling in advanced tactics and micromanagement. They control all the navigations, defenses, and other systems that keep the city running. These Ship Masters usually participate in the more important Council meetings to make sure they aren't being asked to do the impossible.

The army of the Fleet is under direct control of the Master of the Ships. The army is incredibly small but is made up of the best of Xie'an soldiers. These soldiers usually live in orbit among the defense platforms that orbit there.

Ruler(s): Jie'an-Master of the Ships, Tia'an-Mistress of the Engineers, Cea'an-Master of the New Frontiers. These are the three most known Masters but are not the most powerful. All Masters are even.

Insignia:

Language: Xie'an, the Xie'an speak through the mind. They speak to each other through The Network. Instead of a structured language they speak in 'pure thought'. The Xie'an have a section of their brain dedicated to this communication which includes the region normally used for vocal communications, albeit modified to better suit the Xie'an's needs. The Xie'an can only talk to other Xie'an within an average range of 125 meters. From that point the ability to understand drops dramatically. The Xie'an written language is an elegant, almost artistic language of symbols that are entirely idealistic. It would take an extremely long time indeed to understand the language, for it has grown along with the Xie'an. Each Xie'an knows it solely because of their genetic memory.

Civil

Culture: The closest single word to Xie'an culture is Egalitarian. The Xie'an keep close to their Fleet orientated nature. Just as it takes more than one person to pilot a ship, so does it to keep The Fleet going. This keeps the Xie'an very close. They are very friendly to others of their kind and any other. The Insundis Fleet Xie'an are not aggressive by nature, and all other Fleets have since been destroyed by their own inner conflict or they joined the Insundis Fleet.

The Xie'an developed a technique known as 'Sharing Memories' in their early sentience. It was preformed by sharing every single memory you had with another, creating a bond that could actually be felt. This process could be repeated many times and is used extensively in marriage

The Xie’an do not have a social hierarchy as other species do. The only way to gain any social distinction is to be on the Council, or become a Master. Even those are usually greeted by name, not title.

The Xie’an naming system tells much to an outsider. Tia’ous’an would be a fine example of a Xie’an name. Tia, the first name, is the name given to a Xie’an by her/his mother/father. It can be anything. ‘ous, or the second name, is the name of the job that the Xie’an works in. In this case, ‘ous means general engineer. ‘an is the species name of all Xie’an. If a Xie’an were to speak of a human, then the Xie’an would say Jim’hu. Usually the species name is the first two or last two letters in the species name, but can be any combination of two letters.

Xie'an marriage ceremonies are spectacles indeed. They are usually witnessed in the main lobby section of the various city ships they are held on. The walls are decorated with artificial waterfalls and the floor is thickly carpeted with carpets from anywhere the bride and groom so choose. No one but the two to be married talk until the end of the ceremony with the exception of the Ship Master, who guides them through the ceremony.

The ceremony often starts with the two Xie'an walking past two lines of people important to them before they come to the podium and begin. The Master of Ceremonies, not to be confused with the Political Masters(Master of the Ships, Master of the Engineers), leads them through a Sharing of Memories followed by a modified version of Linking. This usually concludes the marriage ceremony. After which there is a party celebrating the success of the two Xie'an. Due to the long life span of the Xie'an, they hold marriage ceremonies in high regard.

Religion: The Xie'an do not believe in any religion.

Entertainment: The Xie’an enjoy reading and writing, as well as various logic or strategy games. They lounge around the recreational facilities of the city ships, which always are decorated with waterfalls and artificial ponds. Xie’an commonly swim in the many pools or simply sit and enjoy the smell of fresh water.

The Xie'an sport of Water Soccer(As it is known to humans) does indeed have a semblance to Soccer, but is unique in its own way as well. The game starts off with two opposing teams of six facing each other in a pool two hundred meters by one hundred fifty meters. They attempt to gain possession of two fist sized balls, one is blue and one is red. The 'home' team is blue, and must keep the blue ball from getting in their net while the other team must keep the red from entering their net. If the blue ball enters the red goal, then the blue team must hand over the red ball should the blue team have possession of it, visa versa. The team who reaches ten points first wins.

Fashion: The Xie'an dress themselves in flowing robes, which follow color schemes. Orange-brown, shades of blue, and shades of green are the most common color schemes.. The robes are commonly made of high quality cotton or silk. The Xie'an wear large quantities of jewelry, often silver or gold in color with gems inlaid in them. The most common gems are sapphire and ruby.

Weddings and other important ceremonies almost always warrant robes white or light blue in color. These show respect to everyone else and are the only 'socially acceptable' attire which can be worn to such events. Along with them, silver jewelry can be worn with diamond, which is almost always created artificially because of its rarity.

Architecture: Xie’an architecture is elegant in design. It takes after the natural flow of water, one structure flowing into the next. The Xie'an use metal for most of their structures to make them structurally possible. The metal is most commonly a steel or titanium alloy dotted with lights to give the structures an 'unearthly' glow to them. Windows tend to be rectangles, edges rounded. This allows the Xie'an to see plenty of outdoor scenery while still keeping to the overall look of the building intact. Water is sometimes seen cascading down the sides of certain buildings to increase beauty. Because of the buildings fragile design, the Xie’an make extensive use of energy shields and inertial dampeners to keep the structures from being damaged by natural causes.

Xie'an ships often are made up of two distinguishable areas. The neck and bridge of the ship being one area and the engine section, which is the widest part of the ship, being the other. The ships are flat in design, the frigate class ships being two hundred twenty five meters in length, ninety five meters in width, and eighty meters in height. The frigates carry two wings of eight fighters in two hangers to both sides of the ship. The larger ships usually are of the same design, only scaled up.

Currency: Arium is the plural form of Ariun, the common name of the Xie'an currency. It is most commonly used in a sort of debit card form. In the past Arium was made of sapphire. One Ariun can buy a single meal from the market while two hundred and fifty Arium can buy a night at a middle class hotel.

Additional Info:

Technology Level: The Xie'an have an extremely high level of technology developed over many lifetimes, giving all Xie'an machinery a very Xie'an touch. They have long since mastered matter energy converters, which change the form of materials by rearranging them at an atomic level, to feed their growing population. The Xie'an are perhaps most known for their advanced shield technology and energy production systems.

Trade:

Foreign Policy: The Xie'an are open to all. They will shelter anybody from threat so long as that threat wasn't incurred by illicit means. They tend to keep their technology shrouded in mist to avoid having it used against them.

Produced: Shields, power generators, city ships.

City ships are expansive ships created at either the orbital dockyards surrounding Omunacis, or specialized planet side docks. They always have a central building which is usually the same shape, and always the tallest. Other buildings are built on three to six 'piers' which jut out from the central hub. The city ships can hold approximately one hundred thousand inhabitants comfortably. These city ships can only go into space when their shields are active, for without them the city would immediately depressurize in all but a few sections. The ships are made of high grade alloys, but they are not completely made of a single metal. Often one section will be made out of one metal while another, another.

Despite the city ships being created to house the Xie'an to relieve their Homeworld of populations stresses, these ships are armed for war in all circumstances. Often they house a few wings of fighters, but rarely do they hold much in the way of armor.

Military

Strength: Each and every Xie'an has skill in war from past lives, but they rarely ever go to war. A consequence of that being they have an extremely low active soldier count. The Xie'an have deadly warships which usually remain deactivated and stored deep in the oceans of their Homeworld along with most of the rest of their weapons.

Structure and Tactics: The Xie'an use drafting to call upon soldiers should the need arise. The Xie'an ranking system is naval based. The top Xie'an is the Master of the Ships. He controls the Admirals, who control the fleets of ships. Each Fleet is organized into two sub fleets. The land fleet, which is made up of soldiers and armor, and the space fleet, which is made up of ships and stations. Each sub fleet is commanded by a commander. These sub fleets are made up of 'ships'. The land fleet ships are individual divisions of soldiers or armor, while the space fleet ships are single ships. Each ship is commanded by a Captain.

Equipment: The average foot soldier is issued one medium to long range Warp rifle and one exoskeletal suit. They are also issued two warp grenades and any other weapon that the Ship Masters believe they need.
I.E. Special Forces employing long range energy weapons.

The Xie'an make use entirely of energy weapons and warp cannons. Warp cannons work by warping large chunks of material into a vacuum where it will cause no harm. The warp grenade works similarly to a warp cannon. It warps away anything within a ten meter radius. When a warp cannon is aimed at a shield, the warp instead takes away a quantity of energy away from the shield, that quantity depends on the strength of the cannon.

The Xie'an use armored vehicles in average quantities. They use tanks, the most common being the Siege Tank. It is usually armed with a single Main Weapon warp cannon and two rotating anti-infantry fast repeating warp cannons.

The largest part of the Xie'an army is its aerial/space division. The Xie'an prefer to bombard their enemies from space rather than risk the troops needed to take it over. Their warships are armed to the teeth with particle slicer weapons, anti-fighter warp cannons, and powerful energy weapons. These ships boast the most powerful of shields to protect their deadly cargo.

Specific Units:

Planetary shield array: Taking after the Xie'an's defensive nature, the shield array is a large collection of shield generators that surround the single Xie'an planet of Omunacis. They are powered by the latest in Xie'an generators.

City ship: The city ships are feared by enemies in combat. Their powerful particle slicers cleanly cutting anything they happen to target in half. The city ships deploy energy weapons and warp cannons capable of decimating cities in minutes. When faced in combat, the city ships elegant design becomes one of deadly beauty. The powerful shields can resist siege and high water pressure for extended periods of time.

History: The planet of Omunacis once contained many land masses. The Xie'an spent much of their history below the water. There was no way that the Xie'an could speak to each other apart from sonics, and the many predators preyed on creatures that spoke in that way, so they developed the beginnings to their Network.

Evolution gave the Xie'an their gift of psycho kinesis in response to the new threat a similar creature possessed. They developed sapience not long after that. With sapience came technology, and with technology came numbers. After a while, the Xie'an populated every tropical landmass on the planet, often preferring to stay near the coast. At this point they developed agriculture, both above water and below.

The development of the warp drive, roughly a hundred years after the first Xie'an had ventured to space, ushered the first warp pioneers, who flew off to new planets. At nearly the same time, the Xie'an meteor early warning system detected a large cloud of icy asteroids, large enough to damage the planet to the point of causing a global disaster. From this disaster came the development of the energy shield. It was tested and re-tested again and again before charged up and mounted at the center of every major Xie'an city.

The meteorites came and fell by the thousands. The energy shields shrugged off the minor impacts, but a few cities were destroyed by large chunks of frozen ice, much larger than anything the engineers of the shields had built them to withstand.

After months of bombardment the shower of meteorites stopped. Every city was underwater. Each one was burning up the stored oxygen and energy they had stocked up on. Old submarines brought supplies from one city to the next to prolong the life of the technology the Xie'an had worked so hard to procure.

Under the pressure of death by starvation, the Xie'an developed the core tap. They drilled down to the mantle and used its geothermic power to power their shields. The Xie'an ventured out in specially designed suits and replanted the many marine plants they had stored. This was the beginning of the Xie'an age of reconstruction. It allowed them to continue their lives, as well as try to restore any semblance of their former glory.
