Funding comes from elaborate carbon "cap and trade" program, which puts a price on emitting pollution and is the core of Obama's plans. Starting in 2012, the government would sell permits giving businesses the right to emit pollution, generating $646 billion in revenue through 2019.
During those years, the number of available permits would gradually decline, forcing businesses to buy the increasingly scarce, and costly, rights to pollute on an open market. They do things, then pass the legislation and tell us about it much later. Do you call this HONEST, TRANSPARENCY, BEING A LEADER? :angry:
