At least ten years ago, a man named Walter Burien began exposing something called a CAFR: Comprehensive Annual Financial Report. Walter managed to get on a SF radio show hosted by my friend, Geoff Metcalf. It was a real eye opener. Try as we all did, not one newspaper in the State of California would expose the truth of how the taxpayers were being fleeced. Nor would 99% of the radio stations statewide. I guess they all love being flogged every April 15th to reward the thieves in the state house.

I've written about this issue before and perhaps now, with the states crying poor, the citizens of the 50 states will do what I did years ago: I went to the Comptroller's Office in downtown Sacramento and got a copy of the CAFR. Oh, they didn't want to give it to me, but I whipped out my press credentials and after some muss and fuss, I obtained a copy. I am not an accountant so a lot of that tome was foreign to me. However, thanks to Walter and Gerald Klatt, even someone like me can understand this complicated shell game.

How interesting! The BUDGET and the COMPREHENSIVE ANNUAL FINANCIAL REPORTS are two separate things. Our Cities, Towns, Muncipalities are running 2 sets of books, and only telling the people about the BUDGET. Why is it they don't tell us about all of their INVESTMENT REVENUES??? Instead, the ask us for more taxes when there is a BUDGET SHORTFALL.

WHY TWO SETS OF BOOKS? Interesting to note, the CAFR was begun at the same time the UNITED NATIONS was in 1946. NOW ISN'T THAT INTERESTING!

YOU SEE! THE PLAN WAS LONG AGO FOR THE UNITED NATIONS TO TAKE CONTROL IN THE FUTURE - THE FUTURE IS HERE FOLKS!



THE PEOPLE NEED TO START ASKING QUESTIONS ABOUT THEIR LOCAL COMPREHENSIVE ANNUAL FINANCIAL REPORT, AND WHY IT IS SEPARATE FROM THE BUDGET. ALSO, ASK WHY THEY KEEP INCREASING TAXES WHEN THEY HAVE HUGE SURPLUSES ON THE CAFR?

Walter Burien assessed this:

The States with least stringent gun laws tend to levy the least amount of taxes, fines, fees (Examples: Vermont, Montana)

The States with the most stringent gun laws tend to levy the most taxes, fines, fees (Example: New Jersey)


Have you noticed the fines, fees, assessments increasing lately in some of your cities and towns? Take a look at your gun laws, and make the assessment yourself.

Interesting story that relates to CAFR's

Jesse Ventura, when he was Mayor of Menlo Park, MN did something remarkable:

As someone who has followed the whole CAFR Issue for years, I doubt these are anything like what the used to be. Rollye James has made the CAFR topic an ongoing pet project of hers on her radio show for many years. (wow…who ripped off who for that original idea? at least Glenn wasn’t around this time)

The CAFR money was tied up deep in off shore investments and property deals for the most part, and after the market implosions and Wall Street ‘earthquakes’ of the last few years, I’ll be shocked if the money the CAFR’s showed, still exists at anything CLOSE to those levels today.

Why couldn’t this have been made a national story and hammered ad naseum around 2007 when it would have really mattered and there were 100′s of BILLIONS being hidden in plain sight.

We had Trillions 10+ years ago in these ‘out of public view’ type accounts. It’s where things like the interest earned on funds for a major interstate project that sits for years, goes. Like everything else about the financial world though, it was trillions on paper in overseas investment funds..real estate dirivitives and all kinds of other crazy schemes.

This is exactly why you saw people like Bush and other world leader nearly have a breakdown in Sept. of 2008. The world sure WAS ending from their perspectives, but they couldn’t honestly tell the public just WHICH world they seeing the end of. The Government slush funds were vulnerable to the same market forces and same crash everything else was clobbered by.

The off-shore game of taking advantage of 3rd World cheap labor started into full swing back in 1982 with CALPERS going into CALPERS International.



I note that all local government fund managers coast to coast were sent a communication recommendation back in 1982/3  to participate with CALPERS International with it noted they could bypass their own local government fund management restrictions per participation in derivatives and foreign investments by doing so.



From the get-go taking advantage of cheap foreign labor and manipulating of foreign governments through what I call massive Global Management Funds was VERY profitable. Trade policy such as NAFTA, GATT, etc. were designed specifically to accentuate those profits. Mexico was the first target at the end of the 80's, then the Soviet block countries in the 90's, and then the big cherry China starting in 2000.



It all boils down to "Greed" and "Opportunity" "Unrestrained."



No ifs, ands, or buts involved; only closed door discussions on the next acquisition takeover for massive profit. Appeasing, entertaining, misdirecting, and distracting the population from viewing or having any basic cognitive thinking per the wealth amassing within government on all levels was worked into a fine-tuned Stradivarius violin concerto.

How to Analyze a CAFR Report: (Your County, City, whatever has one. Find it and analyze it) This report hides multiple investments your local government engages in and doesn't tell the people. Thus, they come out with "we are broke" stories when this document says a very different story.
