GAO Energy Task Force - Process Used to Develop the National Energy Policy:

They were already planning to go into Iraq. These maps show them dividing up the oil fields of Iraq, Saudi Arabia, UAE. An excellent article "Drinking the Koolaid" also confirms that Bush Cheney went into office with the intention of going into Iraq, and this was way before 911 which they used as their excuse to invade Iraq. Yep, that's right, and the NEOCONS were the force behind the lies:
