How large a role does the "Israeli Lobby" play in shaping U.S. policy in the Middle East?

Some answers may be contained in The Israel Lobby and U.S. Foreign Policy (Farrar, Straus & Giroux), by John Mearsheimer and Stephen Walt, reviewed in the Sept. 23 New York Times, and Rulers and Ruled in The U.S. Empire by James Petras, just published by Clarity Press. Mearsheimer teaches at the University of Chicago and Walt teaches at Harvard.

According to Petras, a sociologist at Binghamton University, New York, the pro-Zionist "power configuration" is not just the American Israeli Public Affairs Committee(AIPAC). The Zionist lobby is so powerful, Petras argues, it "calls the shots" and "supports the escalation of the Iraq war and the savaging of Palestine, Somalia and Afghanistan."

"It (the Lobby") has neutralized the biggest and most concerted efforts by big name centrist political figures to alter White House policy," including James Baker, (former Secretary of State under the first president Bush,) former president Carter and "protesting former military commanders" in Iraq.

Petras charges, "the White House is putting into practice the war strategy presented by the American' Enterprise Institute, which he dubs a Zioncon thinktank. Led by "arch-Zionist" Michael Ledeen a resident scholar of AEI, "some in the Jewish Lobby dismissed the Baker Iraq Study Group as the realists and anti-Semites.'" The ISG "was unable to deal with Israeli violence against Palestinians or enter into a dialogue with Syria and Iran on any but the most narrow and unpromising terms," Petras asserted.

Petras goes on to say the Lobby includes investment bank Goldman Sachs, which exerts a "dominant presence" in the Bush government. Among its alumni are Joshua Bolton, White House Chief of Staff; Robert Steel, former GS vice chairman who advises Treasury Secretary Henry Paulson on domestic finance; and Assistant Secretary of State Randall Fort, an adviser to Secretary of State Condoleezza Rice. Paulson is a former chairman and CEO of GS.

What's more, Petras writes, high Bush officials from the Lobby have played top Pentagon policymaking roles and have "longstanding and deep ties with the Israeli state." Elliott Abrams, President Bush's deputy national security advisor, Petras writes, is a "stern defender of Jewish purity and intimate collaborator with the Israeli high command" and "gave full support in early summer to an Israeli plan to destroy Hezbollah," a month before last year's controversial border incident when two Israeli soldiers were captured. David Wurmser, former Mideast adviser to Vice President Cheney is also an "Israeli Firster", according to Petras.

"An examination of AIPAC's agenda shows a new war against Iran on behalf of Israel at the top of its list of priorities," Petras asserts. "For the last three years, the publications, conferences and press releases of the Conference of Presidents of the Major American Jewish Organizations(CPMAJO) had urged their members to go all-out to fund and back candidates (mostly Democrats) who supported Israel's military solution' to Iran's nuclear enrichment program."

CPMAJO consists of 51 national organizations, including the Anti-Defamation League and the American Jewish Committee, several hundred local and regional Jewish federations, and the United Jewish Communities. Petras would doubtless include the Rabbinical Council of America.

"The Lobby," Petras says, also includes seven major "think tanks" that "crank out" position papers arguing "Israel is always right" and "the Arabs and Muslims are a threat to peace." Besides the AEI, these think tanks, Petras identifies as the New Citizenship Project, the Project for the New American Century, the Center for Security Policy, the National Institute for Public Policy, the Jewish Institute for National Security Affairs, the Washington Institute for Near Eastern Policy, and the Institute for Advanced Strategic and Political Studies.

In Congress, Petras cites the pro-Israeli stance of Rep. Rahm Emanuel (D.-Ill.) and Senator Charles Schumer, (D-N.Y.), campaign finance directors, and calls House Speaker Nancy Pelosi and Senate majority leader Harry Reid (D.-Nev.) "100% Israel supporters."

Writing of Mearsheimer-Walt book, reviewer Leslie Gelb, president emeritus of the Council on Foreign Relations, says its authors contend "the lobby has made U.S. policy so lopsidedly pro-Israel that if fuels Muslim terrorism against the U.S., fosters the spread of nuclear weapons in Arab states and puts at added risk America's critical energy supplies from the Persian Gulf."

Gelb concedes "It's true" the Lobby "has made America's longstanding $3 billion annual aid program to Israel untouchable and indiscussible" but notes the U.S. is also giving $2 billion a year to Egypt. He also points out for several decades every occupant of the White House "has sold Saudi Arabia and other Arab states first-rate modern weapons, against the all-out opposition of Israel and the lobby."

And, he adds, each of these administrations since the 1967 war when Israel occupied the West Bank and Gaza Strip "has privately favored returning almost all of that territory to the Palestinians for the purposes of creating a separate Palestinian state.

Gelb says by asserting the dominance of the Israeli lobby, Mearsheimer-Walt "also minimize the lobbying influence of the Saudis and the oil companies" that, along with the Egyptians, have been significant voices in Washington arguing for a Palestinian state. As for war against Iran, Gelb says this has been urged as much by Saudi Arabia and the Lobby.

Gelb contends even if the U.S. quit backing Israel, American foreign policy would still be in disfavor because of its "deep ties with highly unpopular regimes in countries like Saudi Arabia and Egypt, not to mention the war in Iraq." The real play-callers behind the Iraq war, he said, are President Bush and Vice President Dick Cheney. "They hardly have a history of being in the pockets of the Jewish lobby (more like the oil lobby's), and they aren't remotely neoconservatives." Finally, Gelb writes, Bush and Cheney favor "getting Iran" and, in the last analysis, they "neither need nor heed lobbying."

The U.S. government is abandoning espionage-law charges against two former lobbyists for a pro-Israel advocacy group, federal officials announced this morning.

Prosecutors said they will ask a judge to dismiss the case against Steven J. Rosen and Keith Weissman because a series of court decisions had made it unlikely they would win convictions. The two are former lobbyists for the American Israel Public Affairs Committee, or AIPAC, an influential advocacy group.

Rosen and Weissman were charged in 2005 with conspiring to obtain classified information and pass it to journalists and the Israeli government. They were the first non-government civilians charged under the 1917 espionage statute with verbally receiving and transmitting national defense information. Some lawyers and First Amendment advocates have said the case would criminalize the type of information exchange that is common among journalists, lobbyists and think-tank analysts.

Dana J. Boente, the acting U.S. Attorney in Alexandria, said this morning that prosecutors were abandoning the case because of "the diminished likelihood the government will prevail at trial under the additional intent requirements imposed by the court and the inevitable disclosure of classified information that would occur at any trial.'' Prosecutors have filed a motion to dismiss the indictment, which must be approved by a federal judge.

Baruch Weiss, a lawyer for Weissman, said that the two former lobbyists "are innocent, and it's been clear to us from outset that we would ultimately prevail.'' He said defense lawyers "were able to put together an array of experts to demonstrate to the government that the information" the men were accused of passing along was "innocuous.''

The decision is a stunning vindication for the former lobbyists, who were accused of providing information about topics that included the activities of al-Qaeda and possible attacks on U.S. forces in Iraq. Rosen, of Silver Spring, was AIPAC's director of foreign policy issues and was instrumental in making the committee a formidable political force. Weissman, of Bethesda, was a senior analyst. AIPAC fired them in 2005.

The trial had been set for June 2 in U.S. District Court in Alexandria. But recent pre-trial rulings had made the case difficult for the government. Those decisions included an appeals court ruling that allowed the defense to use classified information at trial. A lower-court judge also said prosecutors must show that the two men knew that the information they allegedly disclosed would harm the United States -- a high burden for prosecutors.

Boente cited "the additional intent requirements imposed by the court" in his statement this morning. "When this indictment was brought," he said, "the government believed it could prove this case beyond a reasonable doubt based on the statute. However, as the Court of Appeals for the Fourth Circuit noted, the District Court potentially imposed an additional burden on the prosecution not mandated by statute."

The AIPAC case has always been controversial, and it came to public attention again with the recent disclosure that a prominent House lawmaker,� Rep. Jane Harman (D-Calif), had been recorded in 2006 on FBI wiretaps allegedly offering to use her influence on behalf of Rosen and Weissman.

Harman strongly denied the allegations and accused the government of an "abuse of power" in wiretapping her conversations. Law enforcement sources have said the review of the case was triggered by the recent court rulings and was unrelated to the revelations about Harman.

If the high-profile trial had gone forward, it was expected to feature testimony from a number of senior Bush administration officials, including former secretary of state Condoleezza Rice, former national security adviser Stephen J. Hadley, and former high-level Defense Department officials Paul D. Wolfowitz and Douglas J. Feith.

How convenient they stopped it when they did! We wouldn't want to impose on Rice, Hadley, Wolfowitz and Feith because they know too much! They have automatic immunity because they're in the KNOW!

A US court has formally dropped espionage charges against two pro-Israeli lobbyists amid a scandal that had threatened to expose the extent of Israeli grip on US politics.

US District Judge T. S. Ellis on Monday dismissed all charges against former AIPAC lobbyists Steve Rosen and Keith Weissman, three days after Justice Department prosecutors announced that handling the case would require the release of top secret military intelligence and should therefore be shelved.

Rosen and Weissman were indicted in 2005 for conspiring to obtain and leak classified information regarding Iran to the Israeli government and journalists from The Washington Post and other media outlets.

Pentagon expert Larry Franklin � who pled guilty to passing restricted military intelligence to the two indicted lobbyists � was sentenced in April to 12 years and seven months in prison.

AIPAC, billed as the most powerful lobbying group in Washington, has strived to distance itself from the spy case to escape further controversy for the sake of its reputation.

The controversy, however, was further fueled by revelations of the involvement of California representative Jane Harman � a longtime member of the US House Permanent Select Committee on Intelligence who has access to highly classified security information.

Harman was reportedly overheard on a wiretapped phone conversation while agreeing to act on behalf of a suspected Israeli agent and persuade the Justice Department into reducing espionage charges against Rosen and Weissman.

The Israeli agent, in return, promised to smooth the way for Harman to become the next chairman of the House Intelligence Committee.

According to a Congressional Quarterly report released on April 19, the FBI was poised to question Harman about the telephone call and her interactions with the suspected Israeli agent but US Attorney General Alberto Gonzalez blocked efforts to launch an investigation.

Harman, who has denied any wrongdoing, has taken the matter up with AIPAC policymakers and has tried to turn the tables by accusing the US government of illegally recording her conversation � a move that has shifted media attention away from AIPAC involvement in the spy case, also named the Lawrence Franklin affair.

In an address to the 2009 AIPAC policy conference on Monday, she chose to focus on the wiretapping rather than her bargaining deals with the suspected Israeli spy and called herself �a warrior on behalf of our Constitution and against abuse of power.�

She went on to promise the heavyweight American politicians who had come to swear allegiance to Israel that she would �not quit on this, until I am absolutely sure that this never can happen to anyone else�.

Baruch Weiss, the lawyer who helped cripple the US government�s case against Rosen and Weissman, says the prosecution�s loss is a �great victory� for Israel�s friends.

This is not the first time pro-Israeli lobbyists charged with espionage escape trial in the US.

Stephen D. Bryen, a pro-Israel activist who played a key role in forging close ties between Israel and the Pentagon, was seen passing confidential documents to an Israeli Mossad agent in a restaurant in Washington.

Michael Saba, former executive director of the influential National Association of Arab Americans, who was witness to the security breach, promptly reported the incident to the Justice Department.

�After I reported this incident to the Justice Department, FBI and Justice Department investigators gathered sufficient evidence on Dr. Bryen�s activities to recommend he be brought before an investigative grand jury for espionage,� Saba explained in Armageddon Network

�The case was quietly closed, however, by Philip Heymann, the assistant attorney general in charge of the Justice Department�s Criminal Division, a close personal friend and associate of Dr. Bryen�s attorney. Bryen was never formally charged or made to account for his actions under oath,� he added.

While Presidents Clinton, Bush and Obama may have discouraged some investment in Iran through their rhetoric, the United States has sent the American and international business community a contradictory message by failing to enforce the law.

Despite publicly acknowledged investments by several companies of hundreds of millions of dollars in Iran�s energy sector, the U.S. Government has inexplicably failed to make even one determination of an investment of $20 million during the course of the past decade. Yet, throughout this entire time, Iran has pursued a nuclear weapons capability, flouting its international obligations under the Nuclear Non-Proliferation Treaty and presenting the international community with a growing, and now urgent, threat.

As Iran continues to reject U.S.-European engagement efforts and to defy U.N. Security Council resolutions requiring that it halt its illicit uranium enrichment efforts, the United States must take action now.

We call on Congress to:

1. Investigate why successive administrations have failed to implement the law by failing to determine what companies have invested in the Iranian energy sector;

2. Enact�without delay�the Iran sanctions legislation currently before Congress, which, inter alia, contains provisions barring federal contracts to companies which are investing in Iran�s energy sector or providing sensitive technology, and their parents or subsidiaries who are engaged in such activity;

3. Demand that the U.S. Government enforce existing sanctions law and impose crippling new sanctions on Iran.

In addition to these actions, we hope you will join with us in urging the administration to impose tough new multilateral sanctions with like-minded states without delay while continuing to pursue the widest possible sanctions through the U.N. Security Council.
