I can offer you two characters one of them being The Temptress here, shes a Time Lord with a broken mind. Basically she has two warning personalites in her mind one of which is an egotiscal Goddess type figure who wants nothing more than to rule over others. The other personatly is a mother who has lost her entire family and everything she cared about in the Last Great Time War. Theres more detailed information about her in her profile...

The other character I have to offer is Dominic Mitchell Head of Security at Torchwood 24. He's an ex-SAS solider who has been brushed under the carpet because of some classified operation gone totally and utterly wrong. He doesn't really like Government types so there might an interesting encounter there if he and Conner ever met.
