The Eldar Official stances as of the moment:

Imperial Guard: aviod if possible, attack if you want though

Space Marines: aviod if possible, attack if you want though

Inquisitorial Forces: aviod if possible, attack if you want though

Tau: Non Agression Pact do not attack unless you have to

Dark Eldar: Alliance do not attack unless you have to

Orks: enemy

Necrons: enemy

Tyrandis: enemy

Chaos: arch enemy, attack where ever possible.

While it would be nice, if it takes our all the players in your area and you can't play against anyone.... well... Then I say forget it. The main part of a campaign is about having fun no matter how serious it is. Participating in battle is what the game is about. So please try to stick to the alliances if you can, but if not... well, there won't be a pathfinder waiting for you on the way home. ~_^

no yoou can play your friends and coun them as their own army it's just we encourage to fight armies we have NAPs with less then you normally would

Brother Eldar,

The only agreement I can lend to a non-aggression pact with the Imperial Guard depends on their immediate transfer of the web portal location to Eldar forces. How easy it would be for them during this "evacuation" to launch a suprise attack against Alaitoc. If they will do this, then we can grant them such a arrangement.

and why would they do that? they are too busy trying to fend off chaos attacking us en mass serves no purpose are you suggesting they would go through the webway to attack alaitoc? how would mon- keigh work a webway portal?

and im still yet to hear any positive confirmation that the imps even have the webway...

The background for Edathor (UK) says that the Imperials were holding the Webway before it was retaken by the Eldar. It also say that they will be launching a mass offensive to take it back from us.
Not the best people to have an alliance with...
I guess it doesn't matter if we don't play against Imperials; but we definitely have to beat them when we do play against them.

EDIT: I'm a bit confused to all this talk of offers to other races and what we can get back from them as part of an alliance/NAP. How can we offer these things? Is it just in a hypothetical/fluff sense; just storyline to give reasons for the alliance?
As I can't see GW thinking much of us turning round and saying: "yeah the Imperials are giving us the Penitentiary and we're going to give it to the Dark kin,. so no fighting between us ok?". Or with the Tau suddenly getting better technology through an alliance.

GW have only made one alliance narrative hook that is the one linked around the Cloaked One.

All other alliances/NAP ahve been suplied/suggested by Players who think there idea is a good idea.

if GW take the idea nad includes it in their narrative depend if the backgorund works well.

All the evnts on M5 acn ahve an effect on the future of 40k or they can be ignored if they pan out worng.

The verdian Tau today offered an alliance between the Eldar of Verdia and the Tau of Verdia. They didnīt gave me specifics, but they seem to be very interested.

Is anything out there, that would hinder a real alliance in only one warzone?

well if they have the NAP with Chaos like other tau it may cause problems
