My thoughts are that she is Sakuya for the following reasons- 1) The hair color is practically the same 2) Sakuya was going to Tokyo to bring him back but was stopped when no boat was available. She dropped to her knees crying at the same moment the dream girl appeared before him crying heavily also. 3) Though she didn't say it out right, Sakuya mentions about a promise on different occasions.

However, I picked Haruka because I tend to like the Yamato Nadeshiko(the traditional-style Japanese female) a lot. I do really like Sakuya a lot, too. She's so full of energy and actively tries to capture Wataru's heart.
