Haven't heard that one. GW's game systems are far from my favorite but the "move, shoot, and then stab" order works. I think shooting up an enemy and then closing in for close combat is the way to go.

If they swapped shooting and assault I can imagine it for "realistic" purposes. Troops are moving around, the first second they get or if they already are in combat they are going to duke it out. Then if there is still range from the enemy they open fire with their ranged weaponry.

With the current order, Imagine the start of your turn with some troops in close combat. Those guys are just hanging out, waiting to exchange blows with the enemy, as the rest of the army is moving around and shooting people. Kind of an interesting picture.
EDIT: Nevermind...I guess all those phases are technically happening at once.
