You need to change the realay to a normaly closed flasher relay.

Would look like exactly what you already have. Its as simple as pulling the old relay and installing the new one. You wont get it from toyota but im sure there is quite a few on the market.
Infact taking a quick look at the wireing diagram it wont be that simple. Ill have a better look tonight when Im home and give you a solution.

Basic idea would be first to determine at what stage you want the indicator lights to be on solid.
I would assume that the indicators stay off until the engine is started.
Once the engine has started an additional relay is turned on to send a constant signal to the indicators - indicators on no flashing.
If indicator lever is moved, then this additional relay needs to turn off to allow the normal flashing signal to be applied to the indicator lights.
Needs some work but once you agree on the basic operation I'm sure someone would help with the design - build.
May also require a switch to stop the additional relay from operating and keep the indicators standard ie only flashing when the lever is operated.
Covers WOF tests and possibly when chatting to the cops.
